You have to go to your blogger dashboard. At the very bottom under "Tools and Resources" you click "Blogger in Draft" and choose that for your default. Then when you go to make a new post there should be a little video icon. (However, I don't like the way blogger in draft uploads photos so I always switch back once I"m done with uploading my video).
